Proactive monitoring is something that is continuously searching for indications about the problems is about to happen whereas Reactive monitoring alerts or detects failures after something goes wrong.

Proactive monitoring alerts IT administrators or system administrators to potential issues well before the issue becomes a failure whereas Reactive monitoring is carried out or sends notifications when an incident has occurred.
